NOTICE: NRC Partnership Funds Available

Last year, the Nuclear Regulatory Commission (NRC) established partnership programs with Tribal Colleges and Universities (TCUs) to enhance TCU capacity to train students in fields critical to the NRC’s mission. Limited funds are available for FY06 for mentoring and leadership programs, research and development opportunities, training and technical assistance, recruitment and retention initiatives, student tuition assistance, scholarships, and housing (however, funds must support education programs in NRC mission-critical fields.)  Submit applications for financial assistance to U.S. Nuclear Regulatory Commission, Division of Contracts, Office of Administration, MS: T7-I2, Washington, DC 20555.  Awards are subject to the availability of program funds. Native American Library Services - Basic Grants with Education/Assessment Option
The Basic Grant is a noncompetitive grant that is distributed in equal amounts among eligible applicants. Basic Grants are available to support existing library operations and to maintain core library services. The Education/ Assessment Option is supplemental to the Basic Grant. It is also noncompetitive and must be requested. The purpose of the Education/Assessment Option is to provide funding for library staff to attend continuing education courses and/or training workshops on- or offsite; for library staff to attend or give presentations at conferences related to library services; and/or to hire a consultant for an onsite professional library assessment.

The Talent Search program identifies and assists individuals from disadvantaged backgrounds who have the potential to succeed in higher education. The program provides academic, career, and financial counseling to its participants and encourages them to graduate from high school and continue on to the postsecondary school of their choice. Talent Search also serves high school dropouts by encouraging them to reenter the educational system and complete their education. The goal of Talent Search is to increase the number of youth from disadvantaged backgrounds who complete high school and enroll in the postsecondary education institution of their choice.

Deadlines for the 2006-2009 grant cycle are:
February 28, 2006 for programs organized by higher education institutions.
March 7, 2006 for school-based, community-based, and Indian Tribes and U.S. Territories programs for youth.

The U.S. Department of Education will announce its Fiscal Year 2006 awards to Tribal Colleges and Universities under the TCU-Strengthening Institutions Programs (Title III) by September 30, 2006.  The Department will notify Congressional offices of awards up to two weeks prior to the administration’s public announcement.  If your institution submitted a successful Title III proposal/application for FY2006, you may be notified by your Congressman or Senator any day!

NEH has launched a new digital humanities initiative aimed at supporting projects that utilize or study the impact of digital technology. NEH will make special digital humanities awards through its challenge grants program.  Guidelines are posted on the Web at .  These awards are designed to strengthen technological infrastructure, thereby enhancing an applicant institution's ability to make use of new technologies in research, education, preservation, and public programming in the humanities.  Funds may be used to purchase equipment and software, renovate computing centers devoted to the humanities, and purchase databases. Through endowments, funds can support maintenance and upgrades of equipment, software, and data; licensing fees, salaries of technical staff, faculty and staff training in uses of digital technology, and other ongoing expenses associated with uses of digital technology in the humanities.

Synopsis: NEH invites proposals for the planning or initial stages of digital initiatives in all areas of the humanities. SEE SOLICATION FOR SUBMISSION DATES  This PA is intended to support public mental health and/or substance abuse services research in rapidly evolving areas (e.g., changes in service systems, health care financing, policy, etc) where opportunities for empirical study are, by their very
natures, only available through expedited award of support. There are three distinguishing features of an eligible study: 1) the study's scientific value and feasibility are clear, 2) rapid review and funding are required in order for the scientific question to be answered and for the research design to be carried out, and 3) the knowledge gained from the study cannot be obtained through the regular NIH cycle of review and award. It should be clear that the research question offers an uncommon and scientifically significant services research opportunity that could only become available if the project is initiated with minimum delay.

Mechanism For Supporting EPA’s Washington Internship for Native Students (WINS) Program
AIEO is currently developing two, three year grant packages of $450,000 each for scholarships and
internships. The Request For Proposals will be published in the Fall. Each grant package can then
be used as a vehicle for EPA Offices to provide funding support for American Indians. The
Internship program will include several internships within tribal communities where tribes have an
advanced environmental program. Part of the scholarship program is for the students to earn college
or university credits for their work. This agreement can be with TCU's or local colleges or
