NOTICE: NRC Partnership Funds Available

Last year, the Nuclear Regulatory Commission (NRC) established partnership programs with Tribal Colleges and Universities (TCUs) to enhance TCU capacity to train students in fields critical to the NRC’s mission. Limited funds are available for FY06 for mentoring and leadership programs, research and development opportunities, training and technical assistance, recruitment and retention initiatives, student tuition assistance, scholarships, and housing (however, funds must support education programs in NRC mission-critical fields.)  Submit applications for financial assistance to U.S. Nuclear Regulatory Commission, Division of Contracts, Office of Administration, MS: T7-I2, Washington, DC 20555.  Awards are subject to the availability of program funds. The official notice on this grant is not out yet. More information will be available in weeks to come. Applications not funded for FY06 will be considered for FY07. Native American Library Services - Basic Grants with Education/Assessment Option
The Basic Grant is a noncompetitive grant that is distributed in equal amounts among eligible applicants. Basic Grants are available to support existing library operations and to maintain core library services. The Education/ Assessment Option is supplemental to the Basic Grant. It is also noncompetitive and must be requested. The purpose of the Education/Assessment Option is to provide funding for library staff to attend continuing education courses and/or training workshops on- or offsite; for library staff to attend or give presentations at conferences related to library services; and/or to hire a consultant for an onsite professional library assessment.

Talent Search Program (TRIO)

The Talent Search program identifies and assists individuals from disadvantaged backgrounds who have the potential to succeed in higher education. The program provides academic, career, and financial counseling to its participants and encourages them to graduate from high school and continue on to the postsecondary school of their choice. Talent Search also serves high school dropouts by encouraging them to reenter the educational system and complete their education. The goal of Talent Search is to increase the number of youth from disadvantaged backgrounds who complete high school and enroll in the postsecondary education institution of their choice.

Learn and Serve America

Once every 3 years, Learn and Serve America awards grants to programs that link community service with academic and civic skills. The Learn and Serve America Grants competition has begun.
Deadlines for the 2006-2009 grant cycle are:
February 28, 2006 for programs organized by higher education institutions.
March 7, 2006 for school-based, community-based, and Indian Tribes and U.S. Territories programs for youth.
The Learn and Serve America Program has an Indian Tribes and U.S. Territories Set-Aside Competition. This Competition can be found under the School-Based section of the NOFO.

Rural Entrepreneurial Outreach - US Department of Agriculture

The U.S. Department of Agriculture requests proposals from 1890 Land Grant Universities and Tuskegee University for Rural Entrepreneurial Program Outreach. Through this program, USDA seeks to create long-term rural economic development and income-producing projects forunder-developed rural communities. $1.5 million is expected to be available with up to 13 awards anticipated. FY06 Title III Awards
The U.S. Department of Education will announce its Fiscal Year 2006 awards to Tribal Colleges and Universities under the TCU-Strengthening Institutions Programs (Title III) by September 30, 2006.  The Department will notify Congressional offices of awards up to two weeks prior to the administration’s public announcement.  If your institution submitted a successful Title III proposal/application for FY2006, you may be notified by your Congressman or Senator any day!

FY 2006 Department of Defense Awards

The Department of Defense has announced FY2006 awards under the DoD Instrumentation Program for TCUs. For FY2006, $1.7 million in awards went to 10 of 19 TCU applicants. For more information, see:

Please contact Meg Goetz by email (mgoetz@aihec.org) if you are one of the nine institutions that did NOT receive an award. (We are attempting to build a case for increased funding for this important program. We need to know whether your review panel (readers) gave your proposal favorable reviews, and even recommended funding. We also need to know whether you attend the UNCF proposal-writing workshop for the DoD program, which was held on June 9, 2006 in Denver.)

Synopsis: Subject to the availability of appropriations for fiscal year 2007, the Corporation for National and Community Service announces the anticipated availability of approximately $88,000,000 to award to new and re-competing AmeriCorps State and National grants. Tribal Colleges are qualified to apply for several of the AmeriCorps Grants listed. Tribal colleges are also eligible to receive monies from both a state education and a national education award grant at the same time.
